Particularly, Chisso developed a lot of original techniques and renewed facilities to extend their production capacity. Minamata City also developed with Chisso and highly relied on tax revenue (more than half revenue) from the company. Hence, Chisso heavily influenced not only economy but also administration in Minamata city.

Chisso grew up larger and larger owing to advantage of supply of labors, water, electricity, materials and dump. But they less concerned about labors and environment.
