１　調達内容

（１）	品目分類番号	26
（２）	調達件名及び数量	国立水俣病総合研究センターで使用する電気　契約電力　395kW　使用予定電力量　1,755,792kWh
（３）	調達件名の仕様等	入札説明書及び仕様書による。
（４）	供給期間	2019年4 月1 日～ 2020 年3 月31日まで
（５）	需要場所	入札説明書による。
（６）	入札方法	入札金額は、各社において設定する契約電力に対する単価及び使用予定電力量に対する単価を根拠とし、当センターが提示する予定契約電力及び予定使用電力量に基づき算出した対価の年間総価を入札金額とすること（詳細は入札説明書による）。なお、落札決定に当たっては、入札書に記載された金額に当該金額の8パーセント（ 2019年10月以降分は 10 パーセント）に相当する額を加算した金額（当該金額に１円未満の端数があるときは、その端数金額を切り捨てるものとする。）をもって落札価格とするので、入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の1 0 8 分の1 0 0 （2019年10月以降分は110分の100）に相当する金額を入札書に記載すること。

２　競争参加資格

（１）	予算決算及び会計令第７０条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
（２）	予算決算及び会計令第７１条の規定に該当しない者であること。
（３）	環境省の契約担当官から取引停止の措置を受けている期間中の者でないこと。
（４）	平成２８・２９・３０年度環境省競争参加資格（全省庁統一資格）「物品の販売」において、開札時までに「Ａ」、「Ｂ」又は「Ｃ」等級に格付けされ、九州・沖縄地域の競争参加資格を有する者であること。ただし、引き続き2019年度環境省競争参加資格（全省庁統一資格）「物品の販売」の資格を取得すること。
（５）	電気事業法第２条の２の規定に基づき小売電気事業の登録を受けていること。
（６）	予算決算及び会計令第７３条の規定に基づき、支出負担行為担当官が定める入札参加資格として、二酸化炭素排出原単位、未利用エネルギーの活用、再生可能エネルギーの導入、グリーン電力証書の譲渡及び需要家への省エネルギー・節電に関する情報提供の取組に関し、入札説明書において示す入札適合条件を満たすこと。
（７）	入札説明書において示す暴力団排除に関する誓約事項に誓約できる者であること。

本案件は、電子調達システムで行う。なお、電子調達システムによりがたい者は、発注者に申し出た
場合に限り紙入札方式に変えることができる。

（３）	入札者に要求される事項　この一般競争に参加を希望する者は、封印した入札書に本公告に　　　　　　　　　　　　　示した物品を納入できることを証明する書類を添付して入札書の　　　　　　　　　　　　受領期限までに提出しなければならない。　　　　　　　　　　　　入札者は、開札日の前日までの間において、支出負担行為担当官　　　　　　　　　　　　から当該書類に関し説明を求められた場合は、それに応じなければ　　　　　　　　　　　　ならない。
（４）	入札の無効　　本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる　　　　　　　義務を履行しなかった者の提出した入札書は無効とする。
（５）	契約書作成の要否　要
（６）	落札者の決定方法　本公告に示した物品を納入できると支出負担行為担当官が判断した　　　　　　　　　　　　入札者であって、予算決算及び会計令第79条の規定に基づいて作成された　　　　　　　　　予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札　　　　　　　　　者とする。

６　Summary

（４）	Delivery period: From 1st April 2019 through 31st March 2020
（５）	Delivery place: As designated in the tender document.
（６）	Rule of bid: To choose an undertaker by the bidding price.
（７）	Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
	① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing 　 and Accounting. Furthermore, minors,Person under Assistance that obtained the 　 consent necessary for concluding a contract may be applicable under cases of 　 special reasons within the said clause.
	② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing 　 and Accounting.
	③not be suspended from transactions by the request of the officials in charge of 　contract.
	④have Grade A, B or C on "sale of product" in the Kyusyu-Okinawa Area in terms of 　qualification for participating in tenders by Ministry of the Environment (single 　qualification for every ministry and agency) in the fiscal years 2016,2017 and 2018. 　Moreover,continue to obtain Grade A,B or C on "sale of product" in qualification for 　participating in tenders by Ministry of the Environment(single qualification for every 　ministry and agency)in the fiscal years 2019.
	⑤have obtained registration of the Electricity Retail Business in accordance with Article 　2-2 of the Electricity Business Act.
	⑥meet the qualification requirements which the Obligating Officer may specify in 　accordance with Article 73 of the Cabinet Order.
	⑦prove to delivered the bid manual.
	⑧pledger to excluding crime syndicates and other illegal organizations defined 　in the bid manual.
（８）	Time-limit for tender: 2:00 PM, 11 March 2019.
