• （６）入札方法
  入札金額は、各社において設定する契約電力に対する単価及び使用予定電力量に対する単価を根拠とし、当センターが提 示する予定契約電力及び予定使用電力量に基づき算出した対価の年間総価を入札金額とすること(詳細は入札説明書による)。なお、落札決定に当たっては、入札書に記載された金額に当該金額の10パーセントに相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)をもって落札価格とするので、 入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、見積もった契約金額の110分の100に相当する金額を入札書に記載すること。

２　競争参加資格

• （１）予算決算及び会計令第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。
• （２）予算決算及び会計令第71条の規定に該当しない者であること。
• （３）環境省の契約担当官から取引停止の措置を受けている期間中の者でないこと。
• （４）令和04・05・06年度環境省競争参加資格(全省庁統一資格)「物品の販売」において、開札時までに「A」、「B」又は「C」等級に格付けされ、九州・沖縄地域の競争参加資格を有する者であること。
• （５）電気事業法第2条の2の規定に基づき小売電気事業の登録を受けていること。
• （６）予算決算及び会計令第73条の規定に基づき、支出負担行為担当官が定める入札参加資格として、二酸化炭素排出原単位、未利用エネルギーの活用、省エネに係る情報提供、簡易的DRの取組、地域における再エネの創出・利用の取組並びに電源構成、非化石証書の使用状況及び二酸化炭素排出係数の情報の開示に関し、入札説明書において示す入札適合条件を満たすこと。
• （７）入札説明書において示す暴力団排除に関す る誓約事項に誓約できる者であること。

  この一般競争に参加を希望する者は、封印した入札書及び入札説明書で示した必要な書類をそれぞれの提 出期限までに提出しなければならない。入札者は、開札日の前日までの間において、支出負担行為担当官から当該書類に関し説明を求められた場合は、それに応じなければならない。
• （４）入札の無効
  本公告に示した競争参加資格のない者の提出した入札書、入札者に求められる義務を履行しなかった者の提出した入札 書は無効とする。

  本公告に示した物品を納入できると支出負担行為担当官が判断した入札者であって、予算決算及び会計令第79 条の規定に基づいて作成された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。

• （７）Qualifications for participating in the tendering procedures: Suppliers eligible for participating in the proposed tender are those who shall:
  ① not come under Article 70 of the Cabinet Order concerning the Budget, Auditing and Accounting. Furthermore, minors, Person under Assistance that obtained the consent necessary for concluding a contract may be applicable under cases of special reasons within the said clause.
  ② not come under Article 71 of the Cabinet Order concerning the Budget, Auditing and Accounting.
  ③ not be suspended from transactions by the request of the officials in charge of contract.
  ④ have Grade A, B or C on "sale of product" in the Kyusyu-Okinawa Area in terms of qualification for participating in tenders by Ministry of the Environment(single qualification for every ministry and agency) in the fiscal years 2022, 2023 and 2024.
  ⑤ have obtained registration of the Electricity Retail Business in accordance with Article 2-2 of the Electricity Business Act.
  ⑥ meet the qualification requirements which the Obligating Officer may specify in accordance with Article 73 of the Cabinet Order.
  ⑦ prove to delivered the bid manual.
  ⑧ pledger to excluding crime syndicates and other illegal organizations defined in the bid manual.
